Problem solved. PEBKAC.
Turned out our site was only available locally, so it was displaying fine in the iframe, but the FBML app tab couldn’t access it.

And WPBook is certainly installed. http://apps.facebook.com/kmartfashion-beta/ works fine for me. (Looking into whether there’s an IP address whitelist here…)
