Good idea to stick to one popup until we get it worked out.
I’ve updated the shortcode for that one to include 6784, which is the post ID of that popup. That’s what you wanted me to do, correct?
If it’s true that the post ID is the ID used to trigger the popup from the shortcode, I find it interesting that other popups not using the matching ID do still work, as long as they’re included in the initial page load.
This is pretty perplexing because when I change the display rule to everywhere as you mentioned previously, I do see it appended to the body, however it still doesn’t open when the trigger is clicked. Even when verifying the IDs are correct. I’ve left it with the modifications if you’d like to have a look.
I should have mentioned that I was not the one to setup the site, just tasked with getting this issue resolved so I could be wrong on the ID needed to trigger.

Unfortunately this didn’t work. I also tried the setting below that to open by default class and custom class without success.
Something I did find out, though, is that opening via URL still functions as expected. I don’t know if that makes you think of any other possible causes. Obviously any popup can open on initial load if called from the URL, I just don’t know why using the shortcode generated link doesn’t open the popup.

On the homepage for instance, there are only 4 popups loaded on the initial page load. Their IDs are 6822, 6832, 6780, 6781. When you scroll to the bottom, more content loads and so should additional popup content. Long story short, only those four popups work on the homepage, the rest do not.
If you go to another page for example, you’ll see popups of other IDs work just fine. So from what I can gather, this isn’t a problem with particular popups but more so that the content the links trigger doesn’t render when the page is scrolled and additional content is loaded to the page.
