The plugin seems indeed to be buggy on your system, but have you tested it with PHP 7.3 or is PHP version just your hypothesis ? There could be tons of other reasons for the plugin not working on a particular system.
Hello ! I have not tested it with PHP 7.4. Even if this is unlikely PHP version is the cause of the problem, I will try to check this in the next days.

When you just type “wp-cli”, does it list correctly available commands ? Does webp-simple-bulk-convert appears in the list ?
