This disabled the cache and our site now functions as expected.

I ended up updating code in init.php to customize the CSV. I added a new function that allows a separate CSV per product.

I did not turn off any other plugins on either the source site or the tags site.
We have approximately 350 posts in the tags site.
It sounds like this has not happened to other users. Unless you have other suggestions, I’ll keep monitoring things and let you know if it happens again.

If I login to the admin area for the site and click on the themes menu, then pages/posts will function properly. I don’t even have to select a theme.
Likely, there was a silent error in trying resolve themes.
I have reproduced this on two separate servers.
I suspect I missed some step in the upgrade process, but I don’t know what it is.
Does anyone have any ideas?
