Nope. It gives me the option to re-install WP to ver. 4.8.2 and it says my themes and plugins are up to date. Nothing about languages.

I already have quite a few plug-ins installed to limit content visibility by role and that part is taken care of. My issue is that I need to give external users access to an internal resource.
Think of it like setting up a wp site on your computer and using localhost as the point of destination for EVERY ONE. How would I go about in giving someone external access to a wp site, on localhost.
I wish I could post a picture of what I am talking about…
