I fixed it!
For anyone else who has the same issue –
I knew I had messed up the code in the theme (trying to find the right place to insert the Google site verification tag) and that was the only issue.
I went into my ftp and deleted the theme. The whole thing.
Then I could login, and I reinstalled the theme.
Bada-bing. I’m a moron genius.
