I have the same issue. After update from 2.0.12 to 2.1.2 my category’s links does not work.
WordPress 4.7.3
I deactivated all my plugins (activated only polylang), and after activated “seo internal links” v. 2.3.1 and press “save” in permalink page, my category’s links stop work.
Now I do not have idea why this bug appear.

Thank you for reply. I solved this issue.
Problem was in my cache plugin. I just deactivated cache plugin and 503 header work.
