Hi Reaser,
This happened to me. The way I got around the issue was to:
1. create the shortcode within the ‘Visual’ tab
2. switch to the ‘Text’ view tab
3. Highlight the shortcode
4. right click and select ‘cut’
5. right click and selct ‘paste’
6. then select ‘Save Draft’
Only this registered the second group
