You can unblock categories by selecting that you want to block individual categories but not select any category and not select that you want to block the homepage either.
On the page tab you then would select you want to block individual pages and only select the cart and checkout page.
That may do the trick. Otherwise you may indeed need to resort to post type blocking.

So to recap. Both sites have countries blocked and whitelisted ip addresses (I assume to the backend?) and both sites have a redirect for the blocked people. External redirect or internal page redirect?
And on 1 site the second listed ip adddress could login but the first ip address was blocked?
Are you able to send either an export of the settings, and a database dump of the wp_iqblock_logging or a database dump of both the wp_options and the wp_iqblock_logging table?

You don’t have authorisation to view this page.
HTTP ERROR 403Because it looks like a general webserver error. Perhaps generated by a .htaccess file.
More information on the reason why may be found in your raw error log files that may be accessible via for instance a control panel.

I may have found 1 culprit for this tab. On every row it tries to do a host lookup which may be slow on busy servers or servers with a slow DNS connection.
In the new released version there is an option to “Do not lookup hosts on the logging tab”

Under normal circumstances requesting wp-config.php will show an empty page.
Apparently WordFence is blocking it. You could say so should iQ Block Country if you block the backend. For now it is not.

No experience with cloudflare myself.
With nginx from the top of my heads it depends on how it is configured. Best scenario is that banned countries get served a page from cache but that banned countries never get cached, so in that case if the cache is expired the banned country will get a ban message but that it will not be cached. And the next allowed visitors will get the regular page again and that page will be cached.

You can just deactivate it and uninstall afterwards. It will remove all options and files.
