In APIs & auth | Consent screen, did you set an EMAIL ADDRESS? I’m not sure that’s the solution. I’m having the same problem, trying to debug now. I cannot set an email address on the consent screen because I get an “oops, our bad” error, apparently a google bug. This post seems to be the same problem:
Please make sure you SELECT EMAIL ADDRESS not just “please select the email address you want to use”
