the plugin is combined with the theme i use.
there was an update for the theme and the plugin. i reinstalled both and disabled “smoth scrolling” in the visual composer ultimate addons settings. now it works just fine.

I figured out which plugin is causing the problem. its the ultimate addons for visual composer. but i don’t know how to fix the problem. do you have any idea?
