Anyway, this kind of problem is usually caused by either a conflict with your theme or with another plugin. In this case, it seems a theme issue.
The best way to determine this is to:
- Temporarily switch your theme to Storefront
- Disable all plugins except for WooCommerce
- Repeat the action that is causing the problem
If you’re not seeing the same problem after completing the conflict test, then you know the problem was with the plugins and/or theme you deactivated. To figure out which plugin is causing the problem, reactivate your other plugins one by one, testing after each, until you find the one causing conflict. You can find a more detailed explanation on how to do a conflict test here.

Please go to WooCommerce -> Settings -> Tax, and select “Excluding Tax” for “Display prices during cart and checkout”, then in the cart page, you will see “Tax” info before “Total”.

403 error means there is a permission/restriction issue on your site.
1. Check the permission of the wp-content/uploads folder. Please have a look at this guide https://wordpress.org/support/article/changing-file-permissions/#permission-modes
2. If using Apache, please check if there is any restriction towards PDF files or wp-content/uploads folder.
3. If using a security plugin, please disable it temporarily and see if that helps. If that helps, look at its settings and disable the related feature.

What did you do in specific? If you install a plugin, please FTP or File Manager in your hosting, then rename or delete its folders in wp-content/plugins.
Otherwise, please delete the WooCommerce folder in wp-content/plugins/woocommerce. After that, download the latest version of WooCommerce from https://downloads.wordpress.org/plugin/woocommerce.3.5.7.zip, unzip it, and re-upload it to your site via FTP or File Manager.
