This kind of problem is usually caused by either a conflict with your theme or with another plugin.
The best way to determine this is to:
- Temporarily switch your theme to Storefront
- Disable all plugins except for “WooCommerce” and “WooCommerce Google Analytics Integration”
- Repeat the action that is causing the problem
If you’re not seeing the same problem after completing the conflict test, then you know the problem was with the plugins and/or theme you deactivated. To figure out which plugin is causing the problem, reactivate your other plugins one by one, testing after each, until you find the one causing conflict. However, we have not known exactly how to replicate the issue.
Can you review your order and let us know the specific steps to replicate the incomplete-payment order above (then it is still tracked in Google Analytics)?

Yes, you got that right.
Per https://www.paypal.com/uk/smarthelp/article/what-are-the-differences-between-the-express-checkout-payment-actions-ts1501, yes, there is a limit but 2-3 weeks should be enough for you:
When you submit an authorization, you’re asking PayPal to check whether the funds are available, and if they are, to hold them for 72 hours. You have up to 29 days to capture an authorization, and when you do, the funds are held for three days only.
