Hello,
I checked the areas you mentioned and I can’t see where to toggle the “Manage your business” setting to the On position for WooCommerce Extension V2 within facebook business settings.
However, I tried connecting again today without doing anything different and it worked.
There isn’t any reason for it, so it’s not going to be helpful for anyone else reading this. Perhaps just try again the next day.

I disabled Autoptimize and the issue went away – I will look into the settings to see if they can play nice together now.
