    Solved — thanks a lot. The issue was exactly the path mismatch you suspected. On this STRATO shared hosting, DOCUMENT_ROOT is /home/strato/http/premium/rid/.../htdocs/www while __DIR__/ABSPATH resolves to /mnt/webXXX/.../htdocs/www — both are the same directory (verified with realpath), but the installer proposes the /mnt/... variant. Writing the directive manually with the DOCUMENT_ROOT path into .user.ini fixed it: Full WAF mode is active again and every request responds in well under a second. Maybe the installer could use DOCUMENT_ROOT (or compare both) when they differ.

    Two notes:

    1. “auto_prepend_file: none” and “WordPress WAF mode” are expected — we deliberately commented out the auto_prepend_file line in .user.ini to stop the multi-minute delays, and the site has been running in WordPress WAF mode ever since.
    2. Please also correct one detail in my original post: the host is STRATO, not IONOS (I misidentified it from the database hostname).

    The ABSPATH != DOCUMENT_ROOT mismatch stands out to us — the same directory resolves to two completely different paths on this server. Could that be related to the loader hanging in Full WAF mode?
