I just went back to some old code and everything is working, but I still need to figure out this problem. I posted this because it’s clearly something I wrote incorrectly, not WordPress.

after a little trouble, the notify-on-draft-post works perfectly. it’s exactly what i was looking for.
the main thing you need to make sure is that the guest blogger’s role is “contributer”. the plugin will only show the moderate option if they are set to this.
