Problem solved. I did have way more than 20 words in Excerpts. I deleted the Excerpts completely and the Content_Word_Limit now works. My double quotes were ok.

I am having the same issue with content_words_limit=”5″ not working.

You have to set URLs to be excluded from blocking in Ultimate Member<settings><Access>
You can paste in any URL on your site to be excluded.
