go to setting->reading->see the A static page (select below) set the home page
can you send me the simple header code.i think simple-header.php is the problem
please check the simple-header.php <?php wp_head(); ?> this code is here if not please added the code in head section and also plz check the footer.php <?php wp_footer();?>

Open the wp-postratings plugin’s then see the postratings-templates.php this file and changes if you wanted
Please added the css folder in your theme then added the file custom.css or anythings .css then after open the header.php and added this code <link rel=”stylesheet” href=”<?php bloginfo( ‘template_url’ ); ?>/css/custom.css” /> in your head section
