Tonight I tried to upgrade to 4.7.1 and I got the same error message, Fatal error: Call to undefined function is_customize_preview() in D:\Hosting\11652852\html\wp-admin\includes\admin-filters.php on line 47.
Throw2k, I tried your instructions but they did not fix my problem. I cannot access any of the admin functions.
Does this mean I use the old wp-content folder or not use one at all?
Any other ideas?
