I am experiencing a similar issue that boiled down to CookieYes. Scrolling stops working only on Android devices after the overlay collapses into the CookieYes icon in the bottom left corner.
If I scroll on the overlay area before accepting/rejecting, scrolling works as expected, but as soon as the overlay disappears, scrolling doesn’t work anymore.
