For test – create a tiny PHP file:<?php echo file_get_contents ('http://api.bitcoincharts.com/v1/weighted_prices.json');Upload it to your setup and try to access it via browser and see what happens.
I suggest to get a realistic, linux-based hosting setup and retry.If you need a working, cost-efficient, fast, secure hosting setup – let me know as I ran a hosting service off dedicated server and can accept payment in Bitcoins as well.

likely your computer cannot connect to external web sites (for whatever reason) – these are exchange services API sites.
