Unfortunately, the issue still occurs with these settings switched off (record all users was already off). Is there another possible reason why this might be occuring?

I have got the same issue and it doesn’t appear to be resolved through your steps mentioned above.
My IP-address is counted as a regular visitor and WP statistics also tracks my site visits even as I am logged in to wordpress, which is very confusing to me.
Btw is it possible to delete these false visits later on?
