The content is default of the plugin “This is your protected content.”
What I have done is to exclude cookies in WP Rocket setting and add the line to functions.php from Basic Trobleshooting you sent above.
Nothing worked.

I could be wrong here, but I think the address with the ‘IP/’ at the beginning is just an alternative that will always work even though it is typically considered a temporary URL used to go to a given location prior to a domain name being sent there.
I tried but it just redirected to IP/mydoamin.com/wp-admin
As you install WordPress before your nameserver propagate I think thats why WordPress keeps your IP/domain.com as home address.
Now its a bit complicated to change manually, You could use a plugin which is much smarter to change from your previous URL to current URL

After install and active you need to put your previous URL as IP/domain.com and your current URL as domain.com
