Hey bintooshoots, which cookie plugin are you using now? This issue is still present on the websites we are developing, I confirmed with some friends and they keep seeing the cookie bar everytime they visit the website.
A fix would be really great.

Hey Gareth! Thanks for taking a look.
Maybe it’s only happening on our network due to some content being restricted to our IP address. I’ll talk to them to see if they are aware of something that could cause this.
Do you mind trying to visit the site again today to see if the notification remains hidden?
