I had the same problem. I think I inadvertently added an extra line to my wp-config.php file, because before I remember pico was saying “22 lines” and when I just re-did it, it said it wrote “21 lines.”
So, re-copy wp-config-sample.php to wp-config.php and re-enter your db settings. This fixed the problem for me.
