I’m not sure what I was doing wrong before, but I went through and edited the galleries using the plugin GUI, and indeed each one had no individual gallery specified. As you suspected, this was user-error and not a bug. Thanks for your patience! All fixed now.

I am experiencing this same issue.
I have created 19 separate galleries, containing anywhere from 3 to 24 images each, and I have 19 separate posts, each with one of those galleries.
With the twentyseventeen theme, and all plugins disabled except for NextGEN Gallery, every one of those posts displays every photo I have ever uploaded to NextGEN (12 pages of 20 images each), rather than just the images from the gallery specified in the post.
What additional troubleshooting information may I provide?
