I followed these steps. (I have to note that I only discovered this site later on, but I more or less did the same steps, I did not follow step 0 and 1.)

But I encountered some problems: first I had no access, then by changing the name I had access, but with a 404 error. Then the error was gone but I had no dashboard and every site was the same as the main site. (this apperantly was beacause before, when trying to solve problem one, I changed the permalinks and by changing them back that problem was solved)
I access my sites through xampp and through my sites/network on the main page on the top menu of wordpress.
Maybe you have a workaround to see If everything is the way it should.
My second option would be to reinstall wordpress and the multisite platform.
