WPyogi, your second suggestion was very helpful and lead me to the solution.
After inspection the style.css file, I found the control.
It would be very helpful if the authors of these useful wp themes provided specific documentation as to the controls within their theme.

I apologize that I can’t release anything about the website yet. I can tell you it’s the delicate theme and the home page. The buttons reside in a table.
It looks like the table has some css controls that control the row spacing as doing so in the page editor has no effect on the spacing.
What I am uncertain about is what file would control this ?
Is there some documentation on the files that make up the delicate theme?
