Are you looking to show the table in a page other than the product page ?
If it is on the product page, you can turn on the discount table option in the plugin settings

Though we have the date and time based rule validity, unfortunately, we do not have the recurring feature you are looking for. Because you needed the offer at every lunch time every day.You may want to consider another discount plugin in the market.

You will need to configure two rules1. 15% for cheapest product in the cart. Here is a guide with a similar example. NOTE: You will just need to create one range for your case. https://docs.flycart.org/en/articles/1986914-get-50-discount-on-the-cheapest-item-in-the-cart
2. 25% when 3 or more products in cart. Just set up a simple percentage discount with the min quantity range starting from 3. Here is a guide: https://docs.flycart.org/en/articles/1426580-price-discount-rules

Currently, we have an option to provide a discount for the cheapest 1 among the 2 or 3.
Example:
Buy 3 items, get 10% discount on 1 quantity of equal or less value item in the cart. And this feature is available in the PRO version.
https://docs.flycart.org/en/articles/1986914-get-50-discount-on-the-cheapest-item-in-the-cartIf you are looking to offer , Buy 2 of Product A, get 10% discount on 1 of them.
You can do that as well. But the customer had to add the necessary quantities to the cart.
