In the condition tab of your rule, does the “Count items cumulatively” checked?
If not, can you please check the box, save and try?

Can you give us a little more information ?

Are you looking to apply a 10% and the 20% discount on the entire cart or only for a few categories ?
Under what conditions these two codes can be cumulative? I mean if both are applied.
