I read this on another thread:

So nevermind. I will create other pages to carry the content I wanted the parent to have as children under dummy parent “holder” pages.

Mobile devices and ipads do not work either with the parent link. When clicked (tapped) the child links pop down and are selectable – but still no parent link works.
I am guessing that is what you were asking… The site hasn’t been officially launched yet. I’m trying to work out everything first.
