If you cannot see that try clearing your cache on the browser you are using.Or do you have no style when you login to the admin?

1)re-downloaded the wordpress directly onto the server
2) re-copy and paste the CSS folder in the wp-admin folder to the current installation already on the local server
3) Voila. Problem solved.
Don;t ask me why the previous version didnt have a CSS folder, could have been a network problem.
To verify that this indeed is your problem, go to the install.php (or the page you’re stuck at without css) and do the following :
1) Right-click > view page properties
2) You should see that the css style sheet being called belongs to a file that is not present (/wp-admin/css/wp-admin.css or something similar)Hope this helps
Edit: I also can not see the website as all.
