I tried your solution and only kept Elementor (I really need this plugin lmao) and Ultimate Member. Sadly, the same problem is still here.
Maybe I need to reinstall UM or I fucked up something somewhere, but I don’t know where, I tried to check everything.

Sorry for the long time without any answer.
I checked the role authorizations and everyone have their “edit profile” checkbox checked.
Even Admins can’t edit their profile picture. I think it’s more like a conflict, something that put himself in front of the clickable region to redirect to the profile page instead of opening the sub menu to change the Profile Picture.
