Somehow I fixed the problem. It had to do everything with using the smart payment buttons from the PayPal checkout. When you use them You get the issue as described above. When you disable the smart buttons, the problem is fixed.
Paypal Checkout says in the future they will remove the existing buttons, so a proper fix is needed!!!!!!! It’s not resolved for the future.
