I had the same issue.
In my case it was caused by the Jetpack plugin.
Deactivating it, setting up the Cookie-Bar, and then reactivating it solved the issue.
However, I would not recommend Jetpack because I had troubles with more plugins and it slows the site down.
Edit: Reactivating Jetpack did not solve it. You have to deactivate all of these weird “security” or “performance” modules. On the Jetpack settings page in the footer is a very hidden link “Modules” where you can do that. Very problematic and questionable plugin.
