You need to move it over to blogspot.com first. The importer won’t work otherwise. Find the importer in the WordPress Dashboard under Tools on the left side of the page.
If it it’s having trouble connecting, don’t be surprised… that’s Blogger for you. You’ll likely just have to be patient and try again later. This is one reason I’m moving my site away from Blogger, as it’s too unreliable (read: always timing out) even when trying to upload images or publish to my FTP server.

In reply to: How to import a blog from Blogger into WordPress 2.7Unfortunately, the top level Tools page in the WordPress 2.7 admin is poorly designed, and shows only the Gears and Press This features, leaving one with the impression that that’s all that exists under Tools.
Of course, if you scroll all the way down and look at the left-side navigation, you’ll find a list of other options (including Import, Export, and Upgrade).
