Same issue with 4.9.7 update.
I was editing in the header and footer. Do I have to create child themes for both?
I want to do a similar thing. I have everything coded out in terms of CSS/HTML but would like to know if it’s possible to set a cookie with the yes button so that the dialog will not pop up for the rest of the session.

Echoing the same issue here — dropdown displays as having saved another theme, but the only theme that appears is construction…blech.
