Unfortunately as the error messages tell – you server is setup the way it do not allow connection to external resources.
This is critical feature required for the plugin to work.

Try asking your server administrator this question:

Could you enable my PHP installation to access external files via URL.
I assume there is PHP.ini setting named “allow_url_fopen” that needs to be enabled.
Here I’ve got this message when php function was trying to access remote server:

Warning: file_get_contents() [function.file-get-contents]: URL file-access is disabled in the server configuration in /homepages/1/d158061048/htdocs/SOS/wp-content/plugins/picturesurf-gallery/gallery.php on line 297
