I can’t replicate your problem.
Have you upgraded to WordPress 3.6? If you haven’t, please try this first, it is safe to do so.
Did you update the BWS plug in? Another update was released recently.
I have installed WordPress 3.6 yesterday along with your contact form. I have put the tag for file attachments in the left panel and the other code for my email in the email field below.
I do get the text I put in, but underneath the filename description in the email is only the name of the file, like file.psd There is no attachment appended to the message.
