Currently both of the areas are switched on.
Your issue is with the permissions.
Install FileBrowser plugin /or if your current have the functionality use yours/.
Navigate to wp-content/plugins/ and change the permission for bbpress folder and the folders inside to 755.

Also check in the template folder for bbpress folder and change them too.
