I am also having the same syptoms. It started occuring when I upgraded to WordPress 3.6

It sounds like you are using WordPress to manage a Boy Scout website just like I am.
I use the Contact Form 7 plugin to manage exactly what you are doing. You have to manually enter the Scout-Leader emails into the form (separate them by commas, not a semi-colon like in Outlook). I created a form for contacting the Scout-Master, all the Assistant Scout-Masters, and the Troop-Committee. Now the scouts can just go to the website and send a request for Scoutmaster Conferences or BOR’s without it going to everybody in the Troop email distribution list.
