I also opened a support ticket on Google Search Console forums. There are more people with the same problem at the moment. Maybe it has to do with the new BERT update.

I screencaptured some footage of my problems in GSC. As you can see in the footage the issue is not related to 1 certain property. For other properties I also cannot reindex URLs and submit sitemap.xml
