The problem exists with both the twenty-twenty-four and the twenty-twenty-five themes. So it’s not because of my test theme. The problem also exists in Chrome and Opera. Safari not tested. It works fine in Firefox.
So it’s really very interesting why the post was closed by the developers. It clearly indicates a WordPress problem.

Here is a screenshot of my testing site
As you can see, my own margin for h2 (defined in theme.json) is now overwritten by wordpress margin-block-start and margin-block-end taken from the BlockGap general settings (3rem) in theme.json. This happening now with all blocks.
