I opened up full permissions and nothing changed. This might be a dumb question, but should the inc directory in the root of the plugin folder be empty?

It’s on a server running Windows Server with IIS7 and PHP 5.5. (not ideal but it’s what I have to work with at my job). Could it be a permissions issue?
