OK everything seems to be working properly now! I guess allowlisting the endpoint.php did fix the problem, might have been a bit delayed taking effect due to caching or something.
I must have been searching for the JS in a page I’d loaded in a logged in tab. I guess the JS just isn’t included at all when tracking is disabled. When I use a private window, the JS is indeed there.

I found the reason for endpoint.php giving a 403, the Sucuri security plugin I have put some .htaccess rules in wp-content to block access. After allowing endpoint.php I just get “not a valid request” when I visit that page, so I think that’s fixed.
At least that part should work now, but the more mysterious problem seems to be why the JavaScript isn’t being included in pages.
The site is socenv.ca. I’m not seeing anything at the path “wp-content/uploads/burst” either.
