I have resolved the problem by replace comment-template.php and category-template.php.
As to why, I do not know.

Maybe I am not express myself clearly,I have re-downloaded WordPress and replace comment-template.php , but it is still wrong! Just like Cannot redeclare get_comment_author()!
ps:I used the default theme twentyeleven .
