1. The assets of the disabled blocks should not be loaded, though some common assets may be loaded.

Thanks for your question. You may try to apply the code like this to fix the video during the scroll and not to lose it if you scrolled the page accidentally:

Yes, you might need to enqueue custom javascript code to override the default behavoir
