Most likely you need some new block with an image that opens a popup with a custom content? Or you really need to use post types to open them in the popup? Perhaps you have some real-life examples to help us understand what block you would need?

I’ve replicated the issue on multisite and described the steps to replicate the issue. Perhaps this will be fixed in one of the next updates. Stay tuned and check the changelogs not to miss the release where this issue is fixed.
