The abilities to order posts and taxonomies are parts of 2 separate plugins.

Based on feedback I’ll probably be merging these together. Just so you know, the feature your suggesting — drag and drop via edit.php — has been attempted with little luck, but it is one of my main goals.

Sorry! I’m still writing the documentation for these plugins and I havent posted it yet. It is ‘orderby’ => ‘term_order’.
