your idea is absolutely correct:
mv dk_speakout-out_DE.mo dk_speakout-de_DE.mo
made my installation work in German. \o/\o/\o/
1.) This should be regarded as a bug !
2.) To make an interim solution ask the server admin or ISP. Or try to use something like phpshell ( http://phpshell.sourceforge.net/ ) to get www-data permissions
